The Team

Across the LATAM region, we are engaged in local conversations and negotiations with governments big and small. We engage governments at local, state and national levels directly and also use innovative advocacy and partnership strategies that actively involve our community and our stakeholders in making the case for fair, progressive home sharing rules. We organize ourselves in integrated campaign groups, drawing on a wide range of tools and disciplines - from detailed policy and government relations work, through high-impact partnerships, proactive media relations, community organizing, digital platforms and content, polling, and innovative data science and research. We use the combined might of these disciplines to progress our overall policy agenda.

The Role

We are looking for an experienced Public Policy Manager to lead our team in Brazil. The Public Policy Manager would be working closely with politicians, regulators, and legislators across Brazil to educate them about Airbnb and home sharing. We highlight the significant social and economic impact our business has on Brazilian towns, states and the whole country. We want policymakers to understand how innovation has impacted our host community and find solutions that are good for Brazil and our thriving local communities.

To do this role effectively, the Public Policy Manager must be able to build trust with diverse stakeholders, including from city, state, and national government. They will help policymakers understand how our hosts are positively impacted by sharing their homes and expertise and the contribution that our community makes, and, in some cases, engage them in creating fair legal and regulatory frameworks that embrace the potential of home sharing.

The ideal candidate will be passionate about Airbnb and home sharing. They should have proven experience in managing regulatory and political issues ideally within a corporate context. A consultant within politics, campaigns or advocacy groups could also be a valuable background. Experience in a tech or other high-growth, fast-paced companies would be an advantage.

Responsibilities:

  • Help develop and implement Airbnb’s legislative and public policy activities; including helping determine advocacy priorities, positions, and strategies.
  • Work with legislative bodies and government agencies on Airbnb’s priority issues, including: crafting and negotiating language for legislation, drafting comments on administrative regulations, and authoring substantive issue briefs and position papers.
  • Represent Airbnb in coalitions and collaborations to advance Airbnb’s advocacy initiatives. Building these coalitions from scratch is sometimes necessary.
  • Manage consultants and mobilize external resources to execute our plans.
  • Maintain relationships with an extensive network of contacts in municipal, state and national legislation, executive and administrative offices, as well as with allied groups and coalition partners.
  • Coordinate efforts across internal cross-functional teams, including legal, business, and communications teams.
  • Engage in research, writing and other activities to provide analysis and critical thinking on developments affecting Airbnb’s priorities.
  • Monitor legislation and regulatory matters and advise the company with respect to policy challenges through regular briefs to regional leadership.
  • Represent Airbnb in meetings with government and elected officials.
  • Advise Airbnb’s teams on public policy matters to guide development of products, services and policies.

Requirements:

  • At least 8 years of experience working with policy issues in a relevant business or organization, or in a political, governmental or regulatory environment. A mix of public and private sector experience is an advantage.
  • Direct policy experience, preferably in one of the following fields: housing, landlord/tenant law, tax law, travel or e-commerce/platform/internet regulation. This must include a track record of influencing regulation and legislation at some level of the Brazilian government. Knowledge of Latin American policy matters is a plus.
  • Degree and/or advanced degree in related fields. A law degree is a plus.
  • First-rate diplomatic, political, analytical and organizational skills.
  • Ability to quickly get up to speed on complex technical and regulatory issues, and understand how these can be managed using a broad range of strategies;
  • Excellent communicator with great interpersonal and presentation skills, both with matter experts and nonexperts.
  • Ability to work independently as well as a team player in a multi-task work environment while producing the highest caliber work in a timely manner.
  • Self-starter with a sense of humor and the ability to thrive in a fast moving and sometimes stressful environment.
  • Fluency (reading/writing/speaking) in English and Portuguese is essential.
